Shifting Sands is a small coastal town, idyllic natural surroundings with a caravan park and fish and chip shop nestled in some scrub at the foot of the cliff. All this is under threat through the actions of an unscrupulous developer, Lawrence Hagfish, who is setting up a business deal with the equally corrupt Mayor, Ivy Larkspur. Together they plan to build a hotel and marina complex on top of the local surf break, fish and chip shop and caravan park.

However, they did not factor in the local surf crew, led by Gonzo, who put a stop to these evil plans and save Shifting Sands.
